Most Windows XOPs should run under Wine. You can test this by trying some of the WaveMetrics-provided XOPs (in the "More Extensions (64-bit)" folder).
You should be able to build a Windows XOP that will run on Wine as you would any Windows XOPs as illustrated in Chapter 2 ("Guided Tour") and described in Chapter 3 of the XOP Toolkit manual.
An exception is an XOP that requires a library that is not available for or does not work on Wine.
