is there a way to control the location of the window browser programmatically?
i.e. like you can with the command line, graph(s), notebook(s), etc.
No, the Window Browser (and Data Browser, Procedure Browser, etc.) are modeless dialogs. Their states are independent of any experiment and, with the exception of the Data Browser, offer very little in terms of programmatic control.
